ACCOUNTABILITY: The consultant will work closely with our Finance and Administration Manager and will report to the Country Representative.

JOB SUMMARY

We are seeking for an expert in NGO´s in Tanzania that can be able to advice regard general and specific obligations of an NGO in Tanzania.

The consultant will guide, advice and create all the necessary HR, office administration policies, guidelines and processes to adhere to Government of Tanzania’s requirements for operating the activities of an NGO in the country and enabling effective and efficient running of the country office.

OBJECTIVES AND SCOPE OF WORK

● Provide a strategic guide to the Country Representative of the minimum operating policies, procedures, and processes required by the laws of Tanzania (with a specific focus to the new NGO law) for operating the activities of an International NGO in the country.

● Review Fundación Capital global objectives and operating procedures, and in collaboration with the national and international support team, create the minimum required HR and operation policies and guidelines for the Tanzania office.

● Guide on the HR issues, particularly types of contracts offered to employees/consultants, tax implications of different types of contracts and all the necessary compliances required by the laws of Tanzania.

● Guide on tax compliances for the NGO, which also include, the kind of registration required, registration procedures, governing board, banking and financial management of the organization.

● Establish a ‘compliance calendar’ which indicates timelines for adherence/submission of different required information/payment/reports to different levels of the government to ensure that the organization avoids delays and other consequences which might result to the delays/ lack of compliances.

● Help the organization to forecast immediate and future incidents that may positively or negatively affect the activities of the organization based on different social, economic and political trends and the NGO atmosphere in the country.

OUTPUTS/EXPECTED DELIVERABLES

Deliverable 1: Inception report detailing the consultant understanding of the task and the methodology to be employed to complete the task;

Deliverable 2: Detailed report describing the proposed operating procedures of Fundación Capital’s Tanzania office including appropriate registration that will enable the organization to fully utilize different opportunities in accordance to its vision and objectives, minimum required policies and guidelines, HR issues including types of HR contracts and their legal and tax implications as well as all other required compliance activities, timelines, reports and institutions that the organization is required to comply to.

Deliverable 3: Drafting of the minimum required policies and operating procedures that will enable the organization to adhere to the laws of Tanzania and effectively work towards achieving its objectives in the country.

SKILL AND EDUCATIONAL REQUIREMENTS

● Bachelor’s degree in Human Resources, Business Administration, Laws or other related fields from an accredited university is required.

● Seasoned consultant/manager with ten (10) +years’ experience of strategic Human Resource/Operations leadership experience with recent experience supporting large, complex organizations.

● Strong working knowledge of the Tanzanian NGO laws and operating procedures federal and state employment regulations

● Demonstrated success in all Human Resources functional areas within a fast-paced, technically focused environment is essential.

● Demonstrated success conducting a comprehensive needs analysis, organization design, and development initiatives, implementing change models and developing organization structures while proactively driving ongoing optimization efforts.
