8 Steps to Fill HESLB Loan Appeal Form 2019/20

Higher Education Student’s Loan Board after announcing appeal window today has released 8 step to follow so as to fill loan appeal form for academic year 2019/2020
Recommended:  
Steps to follow fill out the appeal form, November 13 to 23, 2019:-
  1. Visit olas.heslb.go.tz and click ‘Appeal Now‘. You have to Visit olas.heslb.go.tz and click ‘Appeal Now‘ so as to go to the appeal page that will enable you to start filling appeal form 
  2. Sign up and sign in to your account for Form IV.  Register and Login yourself using your Form IV Index Number
  3. Click and fill in all the red ‘x’ elements on the left. Click and fill all fields with ‘X’ appearing on the left side of the screen
  4. Confirm information by clicking ‘Confirm‘ for each element. Confirm your details by clicking the ‘Confirm‘ button
  5. ‘Print’ the appeal form you completed on the system for signing. Print your form and make sure it is signed
  6. Upload page 3 of your signed form. Upload page No.  3 of your signed form
  7. Submit your form online and keep a hard copy for reference. Submit your form online and keep a hard copy for your reference
  8. Remember, there is no appeal fee. No fee for appeal processing

Overview:
The University of Dar es Salaam is the oldest and biggest public university in Tanzania. It is situated on the western side of the city of Dar es Salaam, occupying 1,625 acres on the observation hill, 13 kilometers from the city centre. It was established on 1st July 1970, through parliament act no. 12 of 1970 and all the enabling legal instruments of the constituent colleges.
It was established with three main objectives, namely:
-To transmit knowledge as a basis of action, from one generation to another;
-To act as a centre for advancing frontiers of knowledge through scientific research; and
-To meet the high level human resource needs of the Tanzanian society.

The Higher Education Credit Board (HESLB) has allocated Sh1.8 billion for loan requesters after the appeal window opened on November 10, 2019. So far, approximately 46,838 first-year students in 2019/2020 have received loans worth Sh162.86 billion.
The board says the total amount allocated for student loans is Sh450 billion and of these, Sh164.6 billion is for first year students only and Sh285.4 billion will be loaned to undergraduate students.

Speaking to reporters yesterday in Dar es Salaam, HESLB director Abdul Razaq Badru said the opening of the window aimed at providing opportunities for needy students who owed credit for various reasons including failing to fill out forms and others did not attach important documents.

He referred to the documents as certificates of death of parents to those who lost one or both parents, letters of support to the sponsors and proof of eligibility. “Sh1.8 billion is there and for credit applicants, money is not a problem for them to prove their need,” said Badru.

He said the goal of doing so was to coincide with the season openings of all colleges in the country.
Dr Veronica Nyahende, HESLB’s credit and debt analysis manager said the money was a loan, so they emphasized the attachment of documents is important because it will help the Government collect its debt from borrowers.

“Our goal is to make sure that every needy student applying for a loan gets money.  Also the 5,000 who have been given permission to update their information are still open, continue to do so, ”said Dr Nyahende.

Over the past four years, the board has been extending funding to provide loans to those higher education students.  In 2014/15 they were allocated Sh341 billion and up to 2019/2020, amounted to Sh450 billion.

Apart from the increase, there has also been an increase in beneficiaries, in 2014/2015 they were 100,936 students, in 2019/2020 they increased to 128,285.

According to Badru, apart from these achievements, over the past four years credit collections have increased from Sh21.16 billion in 2014/2015 to Sh183 billion in 2018/2019.

Overview
The Tanzania Commission for Universities (TCU) is a body corporate established on the 1st July 2005, under the Universities Act 2005 (Chapter 346 of the Laws of Tanzania) with mandate to recognise, approve, register and accredit Universities operating in Tanzania, and local or foreign University level programmes being offered by registered higher education institutions. It also coordinates the proper functioning of all university institutions in Tanzania so as to foster a harmonised higher education system in the country.

The Tanzania Commission for Universities succeeded the former Higher Education Accreditation Council (HEAC) which was established in 1995 under the Education Act 1995 with a legal mandate to regulate the establishment and subsequent accreditation of private university institutions in the country. Being limited only to private universities, such mandate was considered unfavourable for the promotion of a viable public-private partnership in higher education as stipulated in the National Higher Education Policy of 1999.

Therefore, such circumstances prompted the government to establish a harmonized higher education system in the country which led into the establishment of the Tanzania Commission for Universities. Dodoma City is located in the centre of the country (6°10’23’’S; 35°44’31’’E), 455 km west of the former capital, Dar es Salaam; and 441 km south of Arusha City, the cradle of the East African Community. It is also 259 km north of Iringa Municipality through Mtera. The City covers an area of 2,669 km2 of which 625 km2 is urbanized.

Dodoma features a semi-arid climate with relatively warm temperatures throughout the year. Although average maximums are consistent throughout the year, average minimums drop to 13°C in July. The average annual precipitation is 570 mm, most of which occurs during the wet season between November and April, with the remainder of the year comprising dry season.

The National Council for Vocational Education (NACTE) announces to the public that it has opened a window of merit for the Fifth and final Phase, at Colleges and Institutions offering Certificate and Diploma programs in the country, recognized by the Council from November 1, 2019 to 10  November, 2019 when that window will be closed.

The move has come following requests by various Colleges and Institutions for vacant posts to be filled.  In light of this, the Council calls on Form Four and Form Six graduates and all those who have the desire and merit to join various programs to use this opportunity to apply for admission to Institutions and Colleges that are still receiving applications for admission at the  Certificate and Diploma.

In addition, the Colleges and Institutions involved in this phase are informed that the system will be open to receiving the names of eligible candidates for review until November 10, 2019.
