SUPPLY CHAIN ASSISTANT
TITLE: Supply Chain Assistant (Sourcing)

ROLE PURPOSE:
The Procurement Assistant is responsible for the sourcing of goods and services within CO and FO based on needs of Save the Children’s programmes, managing requests and relations for a complex portfolio of programmes. The Procurement Officer will also support the SCI Supply Chain Coordinator (sourcing) in supply market research and analysis, running quotations / tenders and setting up Contracts or Framework Agreements for key supplies and services to ensure value for money is achieved through best in sector sourcing strategies and Procurement processes.
SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 with an initial presence in Zanzibar and now extending to the Mainland with multi-sector programming. We are working with the government, local organizations and other international agencies to reduce child malnutrition, improve maternal, newborn and child health services, support and strengthen early childhood development, primary, alternative and inclusive education and educational systems. We strengthen child protection systems for vulnerable children, promote children’s participation and contribution to policy and resource allocation for services which concern them, support, and respond to emergencies

KEY AREAS OF ACCOUNTABILITY :
Support the delivery of SCI sourcing strategy
Under direction of the line manager, undertake supply market research and analysis, run quotations/tenders and set up Contracts, Pre-Qualified Suppliers and/or Framework Agreements where appropriate for key supplies.
Provide Procurement advice and support to field offices.
Sourcing of goods and services
Manage Sourcing of services for the CO programme in line with SCI Procurement policies, processes and quality standards through supervision of Procurement Requests, Requests for Quotation, Comparative Bids Analysis, Procurement Committee and Purchase Order processes.
Ensure overall best value for money is achieved through a competitive and transparent Procurement process considering quality, availability, time frame, transport and storage costs and technically advise the Procurement Committee accordingly.
Assists the Supply Chain Coordinator (Sourcing) to ensure Procurement Committees in all field offices are established where required and that they fully understand and undertake their responsibilities at all times.
Develop strong relations with field office programmes to support them in improving their ordering practices and review all Procurement Plans together with the line manager.
Team Management and Capacity Building
Develop strong relationships with CO and field office programmes to support them in improving their Procurement practices
Performance Management
Support the line manager in the production of management information reports on a monthly and quarterly basis, including data analysis and recommendations on improving the efficiency of sourcing services
Ensuring all financial benefits from sourcing are documented and tracked.
Governance
Promote and ensure compliance to our Procurement Policy, Procedures and quality standards
Implement and ensure compliance to our Procurement Policy, Procurement Manual and established Procurement Procedures
Other
While the majority of work will be carried out in the CO– h/she may be required to make occasional support visits to field offices.
Support the Coordinator to prepare renewal of lease agreements for office buildings, apartments and houses in Dar es Salaam and field offices.
Management of the office building and furniture – maintenance and repairs supervision, inventory management

QUALIFICATIONS
Diploma in supply chain management, procurement or Chartered Institute of Purchasing & Supply (CIPS)/ (PSPTB) or equivalent Experience
EXPERIENCE AND SKILLS
Minimum of 2 years of relevant experience working in Procurement, preferably in an NGO/and/or development program, with in depth experience in managing complex sourcing processes and supplier relationships
Ideally knowledge of procurement processes, rules and regulations in the INGO/UN System
Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
Experience in supply chain management in an emergency environment focusing on Procurement,

ROLE PURPOSE:
The Emergency MEAL Officer takes the overall responsibility of operationalizing the MEAL system and SCI MEAL approach in emergency programmes. The post-holder will be expected to lead on MEAL in implementation including monitoring of program quality, rolling out accountability initiatives, supporting program evaluations and leading on area MEAL budgeting. S/he will be expected to lead MEAL capacity building of emergency programme staff and partners.
SCOPE OF ROLE:

Dimensions: Due to political unrest in Burundi high numbers of refugees escaping into neighbouring countries of DRC, Uganda, Rwanda & Tanzania. The current Burundian refugee population in Tanzania is over 175,000 of which over 50% are children. SCI is implementing a child protection, education and youth empowerment/ livelihoods programme in refugee camps and wishes to scale up the response.

KEY AREAS OF ACCOUNTABILITY:
Together with the MEAL Team and in collaboration with the Programme Managers and partners, the MEAL Officer will be responsible for establishing and promoting the use of MEAL systems to ensure that the Emergency team and Regional Office:
Is informed on the extent to which both the emergency response and development interventions are affecting the lives of the targeted populations.
Receives regular, timely and context-specific, meaningful feedback from our community members (who are or are not targeted by our interventions) partners, staff and that feedback effectively informs and signals areas where strategic attention is required.
There is evidence-based knowledge on the positive and negative impact that both the emergency response and development interventions are having over the communities where SCI works
Program Monitoring, Assessments, Evaluations and Reporting
Lead the MEAL team in supporting the emergency programmes, regional office in measuring achievement and progress toward program goals and results as well as development of MEAL systems for all projects;
Develop and maintain the Indicator Performance Tracking Tool and Output tracker per award and the entire project providing updates on a monthly basis
Lead roll out of a robust accountability strategy, and MEAL systems and processes to measure achievement and progress towards achieving project objectives/outcomes and results/outputs against indicators (indicator performance tracker tables, quality checklists, etc.).
Lead monitoring of program quality using quality bench marks and ensure that findings are shared with relevant stakeholders and explicitly fed back into programme decision making, incorporating accountability and learning.
Ensure implementation and integration of regular monitoring systems in the area programme and at various levels of programme implementation (monitoring of inputs, outputs, outcomes, etc.);
Contribute to child-focused and child-led programme implementation, by ensuring children’s participation, reporting back to children, and child-led M&E in the area;
Maintain a tracker of all program improvement actions bringing to the attention of the area SMT key program improvement issues that need action and appropriately sharing them with the MEAL Manager in the region Office.
Support internal and external program/project evaluations as necessary and ensure establishment of project baseline data for all projects;
Lead the management of information systems and roll out of mobile data collection;
Lead compilation of data and reporting on, SCI global indicators and total reach reports
Partner Management
Contribute to identify the capacity of present and potential partners in quality programming and ensure that MEAL support is provided;
Ensure that MEAL aspects of programmes implemented by existing partners are enforced.
Accountability and Organisational Learning
Support the MEAL Manager with learning activities. For instance, support planning of program Review workshops, prepare lessons learnt reports;
Ensure participation of beneficiaries and children in monitoring and evaluating Save the Children development/emergency projects and programmes. This includes roll out of Complaints and Response Mechanism (CRM);
Ensure accountability systems are established engaging beneficiaries and stakeholders in evaluations, impact assessments and research.
Representation and Advocacy
Ensure that Save the Children’s work is coordinated with efforts of other agencies and government, and support Interagency Coordination forums, advocating for the specific needs of children. Participate in Interagency coordinated joint MEAL activities (for instance, inter-agency RTEs);
Contribute to communications and media work as required, including verifying and ensuring the relevancy of case studies and programme success stories.

Ensure that all staff understand and are able to perform their role in both emergency and development contexts;

A degree in an area of social development or equivalent.
Minimum three years practical experience in M&E system coordination/implementation in a large international non-governmental organisation or other international relief/development body;

Responsibilities

Within limits of delegated authority, the Audio-visual Technology Officer, FS-6, will carry out the following duties:

  • Supervises the staff and work of the IT Court Support Units and coordinates audio-visual operations during court sessions of both branches of Mechanism.
  • Plans, develops, and oversees the implementation of audio-visual information technology projects, in close cooperation with the Information Technology Services Section, Court Support Services Unit, External Relations Office, MARS and other sections staff in both branches of the Mechanism;

  • The minimum ten (10) years of relevant work experience is reduced to 5 years for candidates who possess a first level university degree.


Languages

  • English and French are the working languages of the Mechanism. For the post advertised, fluency in oral and written English is required. Working knowledge of French and/or Kiswahili is an advantage.

Responsibilities

Under the guidance of the Deputy Chief, the Security Sergeant has the following principal tasks:

The incumbent will provide supervision of work in progress such as; detainee escort and monitoring, court controls, premise access controls, screening, surveillance, incident and emergency response, report writing, communication centre operations, weapons issue and alarm monitoring. Provide constant review and assessment of the security operation to appropriately mitigate risk by taking immediate action if necessary in case of emergency or by providing well thought out and presented suggestions, recommendations to improve current policies and regulations. Call for proposals is open for the Pulitzer Center Rainforest Journalism Fund 2019. The Pulitzer Center invites proposals for grants to journalists based in countries of the Amazon region reporting for local and regional outlets. The Pulitzer Center will fund costs associated with reporting projects on tropical rainforests, with an emphasis on issues that have gone unreported or under-reported in the local and regional media.
The supported journalism projects will focus on the following themes:

  • The tropical forests’ role in the overall climate equation and weather patterns globally, regionally and locally, and the resulting consequences for human life and living conditions (in broad terms) caused by deforestation
  • Deforestation drivers (in broad terms)
  • Solutions to halt deforestation (in broad terms)

Grant

  • The amount of individual travel grants will depend on the specific project and detailed budget planning. Most awards fall in the range of $2,500 to $7,500 but depending on project specifics may be higher.

Organizational Context
The post is located in the HR Operations Service of the Human Resources Management Department. Main duties
  1. Ensure the accurate and timely processing of personnel actions related to contracts, benefits and entitlements; determine and calculate entitlements, and/or verify calculations done by subordinate staff and instructions for payment; prepare payments for authorization; prepare and sign administrative correspondence; coordinate data cleaning and data validation work;
  2. Coordinate the work of the HR Assistants and the HR Clerks in the unit; organize the work, determine priorities and provide instruction and guidance in resolving more complicated issues; monitor and provide regular feedback on performance; propose training for staff; conduct performance evaluation meetings and ensure timely finalization of performance evaluation exercises; inform supervisor of recommendations/issues identified;

2. Advise on, promote and support adoption of e-learning and blended learning approaches and methodologies by UNSSC programme teams and its partners; ensure coherence and complementarity of UNSSC mobile and e-learning tools and initiatives with UNSSC overall Knowledge
Management framework.
3. Design comprehensive blended and e-learning programmes that draw from best practice inside and outside the UN system to support managerial reform and change management processes, supervising the development and implementation of mobile and e-learning tools accordingly.
4. As necessary, serve as a facilitator and/or resource person or tutor for face-to-face, e-learning and blended learning products
5. Manage relations and communications with partners, project counterparts, instructional designers, technical developers, faculty and subject matter experts.
6. Manage marketing, publicity and communications strategies for programmes, courses and learning events;
7. Analyse the characteristics of existing and emerging technologies and advise on their use in an instructional environment.
8. Keep abreast of best practices in the field of learning, training and technology enhanced learning.

Management:
9. Develop project documents with a detailed programme and financial component. Ensure all programmatic requirements are met, processes are followed and internal and external reporting is met.
10. Advise on evaluation methodology and perform assessment.
11. Support the team’s resource mobilization efforts, while monitoring financial status of projects and activities to ensure financial sustainability.

Partnerships:
12. Actively monitor and cultivate client and partner relations.
13. Propose and follow up on partnership opportunities, including new ventures.
14. Participate in inter-agency meetings and working groups to exchange information and collaborate on e-learning / online training initiatives and policies.
15. Facilitating UNSSC cross-team collaboration by identifying potential opportunities for funding through courses, products, and events for other teams, and/or providing direct support to organizing and delivering courses/KM products/events for other teams, if appropriate.

Education:

Advanced University degree (Master degree or equivalent) in adult learning, instructional design, learning design and technology, organizational development, public or business administration and related social sciences. A first level degree with a relevant combination of academic qualifications and experience may be considered in lieu of the advanced University degree.

Work Experience:

Minimum seven years of professional experience in a related area, five years of which should ideally have been in the UN system or in an international academic or corporate context. Experience in the development and coordination of executive and/or blended education programmes, or managing learning activities at a global level, is an advantage. Experience with UN inter-agency work would be an asset.

Languages:

Fluency in English. Knowledge of French or Spanish is an advantage. Knowledge of a third official UN language is an asset.

Strategize the vision and mission of the Office of Administrative Services (OAS) and determine the program and activities it should undertake in support of the mission and business strategy of ADB. Lead the planning, implementation, and supervision of the Office’s goals and work programs in support of achieving effectiveness, efficiency and responsiveness.
