Associate Program Manager, Coffee East Africa

Reports to: Regional Director, Coffee East Africa
Location: Washington, D.C
Travel: Up to 30% internationally

II. PROGRAM DESCRIPTION:

TechnoServe has assisted over 200,000 smallholder coffee households in East Africa to improve their incomes by increasing the quality of the coffee they produce, boosting their coffee production and linking them to premium markets. Going forward, TechnoServe is developing innovative approaches and partnerships with corporations to enable more smallholder coffee households in East Africa achieve livelihood security.

III. POSITION DESCRIPTION:

The Associate Program Manager’s primary responsibility is to support the implementation of a portfolio of Coffee projects in East Africa to achieve programmatic excellence, sound financial management, and contractual compliance. Responsibilities and duties include, but are not limited to:
PROGRAM & FINANCIAL MANAGEMENT:
  • Lead the quarterly review of quarterly program update presentations that summarize activities, results and challenges from the previous quarter for each Coffee project.
  • Develop and maintain a Program Charter or similar document for Coffee program management.
  • Prepare and submit the annual corporate budget for the Coffee East Africa Regional team.
  • Provide annual guidance on time and expense charging to Coffee East Africa Regional team members.
  • Ensure beginning of year spending projections for all coffee fund codes are in line with available donor budgets.
  • Liaise with Regional Finance Analyst and Country Controllers to ensure financial systems are set up or updated to ensure full financial compliance with donor reporting requirements (e.g., set up of new task codes, etc.).
  • Hold quarterly burn rate calls with the Regional Finance Analyst for all coffee fund codes.
  • Hold monthly calls with field controllers and Program Managers to review spend per project.
  • Compare spending to donor budgets and beginning of year projections on a quarterly basis (or more frequently) to ensure spending is maintained on-budget and corrective action or budget revisions occur when variances exceed +/- 10%.
DONOR REPORTING:
  • Ensure 100% contractual compliance for donor projects. Track donor reporting and invoicing commitments and liaise with relevant team members to ensure these commitments are met.
  • Liaise with the East Africa Regional Finance Analyst to develop all financial reports and submit accurate reports on time to donors.
  • Develop reports and presentation decks for donors as required.
INTERNAL REPORTING & KNOWLEDGE MANAGEMENT:
  • Ensure completion of Program Status Reports quarterly and annually.
  • Ensure accurate and timely submission of corporate measurement data.
  • Manage Coffee EA shared electronic folders (ensure proper filing of relevant documents, folder backup and user access).
COFFEE REGIONAL TEAM ADMINISTRATION:
  • Support recruitment and contracting of interns and Volunteer Consultants, as needed.
  • Respond to requests regarding East Africa Coffee from Headquarter or East Africa Division.
  • Update various tracking tools and monitor Coffee East Africa region’s spending versus the budget.
  • Support coordination of Coffee Regional Team meetings.
  • Manage the schedule for weekly Coffee team calls.

IV. REQUIRED SKILLS AND EXPERIENCE:

  • Bachelor’s degree in international relations, economics, business administration or other relevant subject required
  • At least two years professional experience required.
  • International study or work experience required, Africa preferred.
  • Budget management and financial analysis skills with strong Excel competence.
  • Detail oriented with strong organizational, analytical, research and quantitative skills.
  • Outstanding written communication skills. Prior experience with the editing and proof-reading of documents that are clear, concise, and grammatically correct preferred.
  • Proven team player with strong interpersonal and cross-cultural skills.
  • Ability to anticipate demand and manage multiple tasks/ projects, and meet tight deadlines.
  • Willingness to travel domestically and internationally up to 30% of the time.
  • Strong project management skills and proven abilities in a rural development context
  • Knowledge of coffee industry preferred
