HESLB OLAS Photo Upload Guide User Manual 2020/2021
HESLB OLAS Photo Upload, HESLB is about to roll out Digital Disbursement Solution (DiDiS) to continuing students who were not included in the pilot phase. All continuing beneficiaries are now advised to upload their passport size photos (in blue background) to allow HESLB finalise arrangements for them to use biometric devices and start receiving payments faster.
First year and first-time continuing beneficiaries are not required to upload their photos because they uploaded during 2019/2020 application cycle.

The National Council for Technical Education (NACTE) is a corporate body established by the National Council for Technical Education Act, 1997 (Act No. 9 of 1997). The Act provides a legal framework for the Council to coordinate provision of technical education and training and establish an efficient national qualifications system that will ensure that products from technical institutions are of high quality and respond to changing needs as well as technological innovations in the world.
Recommended:  
Technical education in this context is defined as “education and training undertaken by students to equip them to play roles requiring higher levels of skills, knowledge and understanding and in which they take responsibility for their areas of specialization”. NACTE is thus, a multidisciplinary and multi-sectoral body empowered to oversee and coordinate the provision of technical education and training in Tanzania.

The National Council for Vocational Education NACTE has cancel the registration of seven colleges which have been proven to conduct training without meeting criteria and procedures.

Overview
The Tanzania Commission for Universities (TCU) is a body corporate established on the 1st July 2005, under the Universities Act 2005 (Chapter 346 of the Laws of Tanzania) with mandate to recognise, approve, register and accredit Universities operating in Tanzania, and local or foreign University level programmes being offered by registered higher education institutions. It also coordinates the proper functioning of all university institutions in Tanzania so as to foster a harmonised higher education system in the country.

The Tanzania Commission for Universities succeeded the former Higher Education Accreditation Council (HEAC) which was established in 1995 under the Education Act 1995 with a legal mandate to regulate the establishment and subsequent accreditation of private university institutions in the country. Being limited only to private universities, such mandate was considered unfavourable for the promotion of a viable public-private partnership in higher education as stipulated in the National Higher Education Policy of 1999.

Therefore, such circumstances prompted the government to establish a harmonized higher education system in the country which led into the establishment of the Tanzania Commission for Universities. Overview:
The University of Dar es Salaam is the oldest and biggest public university in Tanzania. It is situated on the western side of the city of Dar es Salaam, occupying 1,625 acres on the observation hill, 13 kilometers from the city centre. It was established on 1st July 1970, through parliament act no. 12 of 1970 and all the enabling legal instruments of the constituent colleges.
It was established with three main objectives, namely:
  • To transmit knowledge as a basis of action, from one generation to another;
  • To act as a centre for advancing frontiers of knowledge through scientific research; and
  • To meet the high level human resource needs of the Tanzanian society.
In 1961, the University started with the Faculty of Law. It expanded over the years with the establishment of the numerous Faculties and Institutes. It established a number of Colleges, some of which were later evolved into independent fully-fledged universities.

In 1963, a School of Medicine was established within the premises of the then Princess Margaret Hospital. In 1968 the School became a Faculty of Medicine of the University College of Dar es Salaam, a constituent college of the University of East Africa. With the creation of the University of Dar es Salaam in 1970, the Faculty became the Faculty of Medicine of the University of Dar es Salaam. In July 1991 the Faculty of Medicine was upgraded into a constituent collegeof the University of Dar es Salaam – the Muhimbili University College of Health Sciences (MUCHS). The umbrella act for universities – The Universities Act number 7 of 2005 paved the way in 2007 for the elevation of MUCHS into a fully-fledged university – theMuhimbili University of Health and Allied Sciences (MUHAS).

The University of Dar es Salaam Act number 12 of 1970 provided an enabling setting in 1996 for the transformation of former Ardhi Institute into a constituent college of the University of Dar es Salaam under the name the University College of Lands and Architectural Studies (UCLAS). Over a decade UCLAS was nurtured and its programs and infrastructureexpanded. The umbrella act for universities – The Universities Act number 7 of 2005 paved the way in 2007 for the elevation of UCLAS into an independent institution – theArdhi University (ARU).
